Imperial County Superintendent of Schools Dr. Todd Finnell has officially taken office as the 2025–2026 President of the California County Superintendents. He succeeds his term as President-elect and becomes the third superintendent from Imperial County to lead the statewide association since its founding in 1973. Previous local leaders include Dr. Herb Farrar in 1987 and John Anderson in 2004.

The California County Superintendents organization represents all 58 county superintendents across the state and works to promote high-quality public education for every student in California. The group coordinates statewide programs and provides support in areas such as student services, curriculum and instruction, fiscal and business operations, and technology.

Dr. Finnell was first elected as Imperial County Superintendent of Schools in 2014. Over his 35-year career in K-16 education, he has served as a classroom teacher, counselor, administrator, and as a faculty member at San Diego State University for more than two decades, preparing new educators for the profession. His credentials include certifications in Multiple Subject Teaching, Pupil Personnel Services, Administrative Services, and Chief Technology Officer.

He also spent four years as Vice President for Student Services, Technology, and Research at Imperial Valley College, where he focused on expanding access and fostering stronger partnerships between K-12 and higher education.

“The future of education lies in our ability to work together—across counties, systems, and communities—to reimagine what’s possible for every learner,” said Dr. Finnell. “As President of the California County Superintendents, I believe that through bold collaboration, we can encourage an educational system where every student is equipped to shape a better tomorrow.”

Dr. Finnell’s term as president began on July 1, 2025, and will run through June 30, 2026. Joining him on the 2025–2026 Executive Committee are President-elect Tim Hire, Tulare County Superintendent of Schools, and Immediate Past President Richard DuVarney, Tehama County Superintendent of Schools.
