In an unexpected turn of events, Imperial County Chief Executive Officer Miguel Figueroa and County Clerk of the Board Blanca Acosta were placed on administrative leave following a special closed session meeting of the Board of Supervisors on March 7. The decision, announced at the conclusion of the meeting, was made without public disclosure of specific reasons, as discussions in closed sessions remain confidential.

With Figueroa on leave, Deputy CEO Rebecca Terrazas-Baxter has stepped in to assume leadership responsibilities. However, the lack of official explanation has raised concerns among county residents and government observers, as stability at the county’s executive level is crucial for the region’s economic development and operational continuity.

Figueroa was appointed as Imperial County’s CEO in 2021, bringing a strong background in public administration and economic development. Before his tenure as CEO, he played a key role in regional infrastructure projects, serving as Director of the Imperial County Workforce Development Board from 2014 to 2017 and later as Calexico’s City Manager. During his time in Calexico, he worked to balance the city’s budget, secured millions in grant funding, and oversaw major projects such as the New River Improvement Project and the expansion of the Calexico West Port of Entry.

In 2024, the Board of Supervisors extended Figueroa’s contract through July 2029, ensuring job security while maintaining his annual salary of $218,545.38. His contract also included additional benefits such as administrative leave, travel reimbursements, and a structured annual pay increase. Given the Board’s recent commitment to his leadership, the abrupt decision to place him on leave raises questions about what may have led to this move.

Blanca Acosta, as County Clerk of the Board, has been responsible for managing official records, facilitating communication between county officials, and ensuring transparency in government proceedings. Her placement on leave alongside Figueroa adds another layer of intrigue to the situation, as no details have been released about whether the two cases are connected or independent actions.

The administrative leave of two high-ranking officials in the county government inevitably sparks speculation.
