Calipatria Mayor Michael Luellen and City Manager Laura Gutierrez recently completed the Local Governance Summer Institute (LGSI) at Stanford University, a respected leadership development program for local government officials.

The program, hosted by the Stanford Institute for Economic Policy Research (SIEPR) and the Bill Lane Center for the American West, brings together elected leaders, city managers, and public administrators from across California. Participants receive advanced training in areas such as infrastructure investment, public finance, economic development, civic engagement, and climate resilience.

Luellen and Gutierrez attended the program through a sponsorship from Stanford University and the California Energy Commission, recognizing Calipatria’s commitment to innovative and community-focused governance.

In a statement, Mayor Luellen said the experience provided valuable strategies for addressing local challenges and strengthening city leadership. “Laura and I returned to Calipatria deeply inspired and equipped with best practices that will directly benefit our residents,” he said.

City Manager Gutierrez highlighted the practical tools and insights gained through the institute, noting that the training will support ongoing efforts to improve city services and guide long-term planning. “We’re grateful to Stanford for believing in Calipatria’s potential,” she said.

City officials emphasized that the knowledge gained from LGSI will help guide local initiatives currently underway, including infrastructure upgrades, revitalized public spaces, and expanded youth and senior programs.

Calipatria’s leadership reaffirmed its commitment to applying the lessons from Stanford to support smart growth, improve services, and enhance quality of life for residents.
